I meant it as a bit of exaggeration. It comes from a memory when I worked for a bank and for one year we were trying to implement a solution for data analysis and we had so many meetings that did not move us forward that it created a lot of frustration.

Sadly some structures are quite closed and you can't go around them. If people don't have time to approve something, the process won't move. So, that's why I like the idea of more responsibility and less hierarchy.

Sure it depens on environment, field, projects, etc.
